That's not angle iron at the floor , that's called a riser clamp , used to hold the pipe in place. 55 year plumber ,retired.

Oh man, what a mess! You should see our basement shower. Our house was built in 1890 and the shower was leaking out the wood wall and we just torn the whole thing apart and there was a crack in the cement slab. You did such an awesome job of repairing this bathroom!
