How to Install a Basement Egress

FYI: I don’t show you how to install the door. That’s a simple process with some 2×4 pressure treated lumber screwed directly into the concrete opening. The pre-hung entry door is then screwed into the pressure treated lumber.

Quick question. I hope you see this, but did you need to get ahold of your city for a permit for this?
Do you live in cold climate area? Planning to build a similar entry to our basement and am wondering if there is a concern with the footing of the foundation walls no longer being below frostline?
