Laser tattoo removal works with very intense but short pulses of laser light. This creates shock waves that break up the ink pigments into smaller particles that can be degraded by the body. You need pulses in the megawatt range that is several hundred milijoules in a pulse of many hundred picoseconds of duration. Your invention all what is going to do is burn you and scar you, yet the ink will still be there.
