So really you need to cement board and tile before setting depth with plaster ring?

I really felt like this was going to turn into an adult film real quick... and I am still confused.
why is the stop tube so lose after i get it all together? All sloppy and the temp control valve sits lose in the stop tube, like its the wrong size. Looks like my stop tube is 1/8th of an inch too short or its missing a spacer....very crappy quality

When we rotate the handle, i am getting hot water first then warm and then cold. What went wrong? Shouldn't it be other way round
