I hate to tell you my friend but you actually ARE using jigs. Jigs don't have to be welded to be jigs. Any thing you use to help align things and make fit-up repeatable is a jig. But that's fine. Great technique no matter what you call it.
OK so what happens to the last space if it isn't the same width as the U beam?
If the rods are not clamped they are bound to lose the 90 degree intersection as you give the first weld tack.

It's not really a Jig, it's more of a device that holds a piece of work and guides the tools operating on it.
What guage steel are you welding? Are the pickets the same? also what thickness is the wire?
